We are seeking a driven, people-first Manager, Interagency Programs. This role is responsible for contracted program efforts within the Rapid Capability Portfolio, under the direction of the Executive Director, Rapid Capability Portfolio.
Primary Duties:
Full technical authority and span of control for all efforts associated with the performance of the contracted programs, under the direction of the Executive Director.
Responsible for programs, contracts, and program execution, ensuring all statement of work and deliverable requirements are met.
Identify customer needs, emerging requirements, and future opportunities.
Drive compliance with contractual, corporate, regulatory, and quality requirements.
Identify, assess, and mitigate operational and contractual risks.
Manages personnel, technical execution, and contract performance expectations
Functional leader for all program employees
Management of contract and program cost, schedule, and performance expectations.
Monitor revenue, funding, profitability, and labor utilization.
Drives market growth of contracts to include customer identification, market penetration, proposal development, and leadership.
Partner with Business Development personnel on pipeline development and opportunity identification within the assigned program.
Develop and implement portfolio management strategies to improve operational effectiveness.
Prepare executive briefings, portfolio reviews, and performance assessments for the assigned program.
Conduct recurring program reviews and performance evaluations.
Resolve programmatic issues impacting execution.
Build and maintain relationships with customers to identify opportunities for new services and further expansion of market capabilities.
Support the leadership team in converting strategic plans into actionable tactics that achieve growth targets and objectives

Education and experience:
Bachelor’s degree in engineering, project management, business, finance, operations, or other related technical field.
Master’s degree in engineering, project management, business, finance, operations, or other related technical field, preferred.
Project Management Professional (PMP) or equivalent certification highly recommended
Agile/Scrum certification, highly recommended
Seven (7) to ten (10) years of experience in project or program management, preferably in engineering or technical environments. At least five (5) of those years working with the DoD or related governmental organization.
Proven success managing multi-million-dollar programs with measurable outcomes
Experience working with cross-functional teams
Proficiency in program management tools (e.g., MS Project, Jira, Asana)/Agile, Waterfall, or hybrid methodologies
Experience in program-level reporting, including KPIs, milestones, and executive dashboards
Direct experience managing a $5M+ budget, including forecasting, cost control, and ROI analysis, and tracking and reporting program-level profit and loss (P&L) performance
Clearance: This position is subject to a government security investigation and must meet eligibility requirements for access to classified information. This position requires an ACTIVE Secret Security Clearance.
Compensation: While skills, education, and experience are key factors, they are not the sole determinants of salary. Other determining factors include but are not limited to location, contract budgets and requirements, and government labor category guidelines. The estimated salary range for this position is $110,000.00 to $190,000.00. KAIROS also provides a comprehensive benefits package as additional employee compensation.
